I guess for me my biggest concern is that you this will give the supervisor's the ability to play God. What recourse does an employee have? How can one prove or fight for themselves once this proposal is implemented? I can understand on one hand if you have an employee who really doenst hold up his end of the bargin and do his or her job. Especially those who have been in goverment service so long, it almost takes an act of congress to get rid of them. But, what about an employee who may perform his or her job well, but have a personality conflict?Just how much power are you giving to the supervisor? Somehow, this doesnt appear to be fair on both sides of the table
