Comments:
I have been a Civil Service worker for 24 years. This system would let my supervisor decide if I get a raise or not, which could lead to favoritisim, thus I may or may not receive a raise. Where is the current system I have been receiving my raise, and cost of living wages. Therefore, I strongly want you to admin the law. I have been voting each year, and this is STRONGLY going to decide how I will vote in the future
