I just got angrier reading some of the other numerous NEGATIVE comments. This is really sad. All I can ask is "What white men are you trying to assist with NSPS?" Because it sure isn't minorities or women who will get anything out of this mess! All the strides that have been made to assist these groups, and you come up with this!? This isn't a personnel system. It's a complete crock!!!! I don't get what's so broken with the present system that a complete overhaul was necessary. And just what "training" are you going to give supervisors to change the old mindsets they have--to EVER rid the government of the good-old-boy network or nepotism? This is discrimination waiting to happen. Really, did you just not have anything else to do, Misters Retirement-Eligible-And-Don't-Give-A-Hoot?
