National Security Compensation Comparability: The statement reads 'to the maximum extent practicable, for fiscal years 2004-2008, the aggregate amount allocated for compensation of DoD civilian employees under NSPS will not be less than if they had not been converted....' Couple that statement with 'Rate range adjustments and local market supplements may differ by career group, pay schedule or pay band. The minimum and maximum of a pay band may be adjusted by different rates.' Mix those two with the phrase 'at the secretary's sole and exclusive discretion...' Seems to me that at this point anyone with two brain cells is thinking about con men, three card monte, and finding the pea under the walnut shell. Gentlemen, the NSPS is a major change in our lives. Under the best of circumstances it is going to be difficult. Without trust it is going to be damn near impossible. Within my own thoughts and from the several comments that I have read I do believe that the trust factor on this change is somewhere near rock bottom. Sorry if I seem to be joking about this. I am not. Trust between the bottom and the top has been stretched to the breaking point.
