I understand that many federal organizations have received briefings on the proposed NSPS regulation. I work for DITCO, and have not received any briefing on this matter. Wish we were all on the same playing field. In the proposed NSPS regulation, I understand that federal employees will lose most seniority privileges they have come to depend on. Since federal employees work side by side with the military, why don't these standards apply to both in regard to pay for time in service for our country? The federal employees who have the knowledge learned by time in rank, are to be placed in the same category as a first time worker out of college, who is without basic knowledge of the fundamental purpose of the federal agency assigned. This practice would never be acceptable in the battle field where training, seniority, and chain of command is paramount. This practice would also be out of pace in the corporate world. To be the most productive, the employee must be seasoned, educated, and have the ambition to exceed. Please don't treat seasoned employees as you would the newest employees in the federal sector! Pay for performance should always consider seniority as a factor, in addition to the other accomplishments performed. This change will only compound the problem of rewarding the "special" people and not the worker who consumes the majority of the workload. This newest proposed regulation is not acceptable. Loyalty of the federal worker will no longer exist if seniority is degraded to this point. Please reconsider putting this into effect.
