Overall -1) proposed system is buddy-buddy without a good safety net for workers who have a personality clash with their supervisors. 2) does not account for managers who will use less than standard raises or other 'monetary' incentives to motivate their employees but are really using it to keep their costs down.3) allows politics to play the major role in personel actions. 4) No amount of 'training' for supervisors/managers on "mentoring" or other personnel development plans will do away with their desire to only have "yes" men around them - Like ENRON.
