The new NSPS system was not worked with the unions. That was a lie. The new system weakens workers rights such as arbitration, promotions, flextime, overtime, compressed work schedules. Details about this system were kept a secret until the last minute, and in fact, the details have not been worked out. The changes are vague and unclear. What do these changes have to do with national security? What does weakening the unions have to do with national security? Performance criteria have not been defined. Without checks and balances this could be a very dangerous system. Hiring and firing would be in the hands of one person. Seniority and Veteran's preferance should not be ignored. The guidelines we have in place now are there for a reason; to protect the employee. This administration is misusing it's power. This is not the first time that they have taken away rights by using the national security blanket. Why would the civil service personnel system be of concern to Rumsfield? Civilians are not soldiers and they should not be treated as such. Civilians should not be deployed unless they volunteer. DoD has a volunteer system today. Is that not working? Is this freedom? What country am I in?
