I'm very concerned about the "objectivity" of supervision concerning the apparent "absolute" control over both COLAs and Locality pay increases. It disturbs me that management would want to control the distribution of COLAs/Locality pay when for decades it has been added annually to the pay scale. Also, with respect to Seniority and Step raises, management has always been able to withhold those by properly documenting poor performance. It seems management wants total control of the pay scale, making it that much harder for the common worker to fight favoritism, nepotism, and in my particular case age discrimination. As a military veteran of Vietnam, it is becomming increasingly difficult to believe in any "pacts" made by, or with, this government. In the past the one thing you could count on was the full "faith" of the Federal Gov't. The future does not look good!
