Dear Sir or Madame, Good Day, I find it reprehensible that after 12 years of Gov. Service that I could be removed by a much younger boss, that only has 2 or 3 years of total work experience and not much practical knowledge in my technical work field. We have NO way of evaluating Management as it is, and this will only make things worse if one has a boss with NO Management Skills and little Scientific Work Knowledge. All Types of Discrimination will be very possible under your proposed system. All you need KNOW, as a young person now to become a Manager is to be a Good A-- Kisser. I do hope you reconsider this NEW SYSTEM. Mr. Lewis USAF Civilian
