Federal Register subsection C, page 7561, Temporary Promotion: Employees in this category have already demonstrated the ability to perform this particular job level by duties performed and going thru the HRO process to obtain this promotion. Loosing this level puts them backward in their career! This will also effect company morale (which always effects overall productivity) through lack of employer-employee job recognition. Recommend converting the employee's present level into the matching pay band category.
