RE: NSPS Comments RIN-3206-AK76-0790-AH82 I am submitting my comments because I have a great deal of concern with this proposal. MY FIRST THOUGHT IS FOR MYSELF AND OTHERS ON THE AUTOMATIC RULING OF NO COST OF LIVING INCREASE AND LOCALITY PAY. EMPLOYEES ARE GIVING THEIR BEST IN JOB PERFORMANCE TO ENHANCE A GOOD, PRODUCTIVE WORK FORCE. THIS WILL EFFECT ATTITUDE AND WORK PRODUCTION. THE GOVERNMENT SHOULD WANT EMPLOYEES WHO WILL PUT THEIR ALL IN THEIR JOB PERFORMANCE NOT JUST TO PUT IN 40 HOURS. THE NO STEP INCREASE IS ALSO A SLAP IN THE FACE FOR THOSE WHO WORK HARD AND PUT IN THE YEARS OF SERVICE. THE PLACEMENT OF NSPS WILL GRANT A WORKFORCE OF A LESS PRODUCTIVE PRODUCT AND OUR COUNTRY WITH ITS DOMINANCE IN THE WORLD CAN’T AFFORD THIS. THE GOVERNMENT SHOULD BE AFTER A WORK FORCE WHO WILL WANT TO STRIVE FOR A GREAT PRODUCT, TO ASSIST OUR COUNTRY IN THIS WORLD’S SITUATION AND ITS MISSION. THE LOSS OF SENIORITY RIGHTS (YEARS OF SERVICE) IN A RIF OR ANY OTHER MATTER IS UNFAIR. NOWHERE DOES AN EMPLOYEE HAVE INCENTIVE FOR WORKING LONG TERM AS IT HAS NO VALUE.”
