RIN 3206-AK76/0790-AH82-SubpartC-Pay & Pay Administration-If my pay or annual increases are going to be changed, management and the union should negotiate any proposed changes. Subpart D-Performance Management-You are cutting the unions out of any rights to respresent the employees. If I have seven fellow workers who see what I do every day rate me and a boss that doesn't know what I do every day, the boss will know more? I don't think so. Subpart E-Staffing & Employment-I have worked here for over 25 years. I will not be deployed anywhere in the world,when you say and for how long. How can a Vet with several years of government service be RIFed by some non-vet that is a buddy of your boss?Subpart F-Workforce Shaping-My employment should not be left to soley one person. I am a civilian not a military person. I did not hire in to be deployed somewhere.Subpart G-Adverse Action-I could lose pay, even if I get a real good rating there might not be any money to give me. Subpart H-Appeals-The Dod will be the prosecutor, judge and jury. How can this be fair to the employer. DoD is not letting anyone know what the rules are. How can we comment on them? Subpart I-Labor/Management Relations-There will be no more teams. Every employee will be trying to step on each other to get the boss to notice them for a raise or the other person job. I don't blame anyone turning down a government job with this new system. If you are military, your wife and kids know you could go anywhere.
