With multiple pay bands and localities to be addressed is there going to be any organization (EEOC, OMB, OPM) that is going to analyze DoD pay to spot differing treatments of elderly workers, disabled workers, minorities and women? How will job announcements indicate pay? Just show the whole 2, 3, 4 or more grade range? What if they are looking for either a junior or senior level employee within the band? Does this mean that it is going to be necessary to bargain over the initial point of entry pay? How is this going to impact overseas employment. Right now if I were to find a job overseas in my next higher grade I would take a significant pay cut. Will this inequity still exist or will overseas pay be brought into line with CONUS pay?
