Comments General: The new NSPS system is a step backward. This system reinstitutes the patronage system allowing supervisors and managers the authority to reward those they consider loyal and do anything they ask at the expense of a more objective Civil Service System that still rewards the steady performer but not the bosses favorite. It makes the Federal Civil Servant more like a corporate employee more vulnerable to disciplinary or removal actions based on the bosses likes or dislikes. This system should be tied to objective agency or organization standards of measurement not on the bosses subjective view of what he wants for achieving his short term goals and how that person fits in to his personal view of team success. Reference Sec 9901.409: With supervisors receiving more for being supervisors and being able to influence the amount in the money pool that is given the rest of the employees they have less incentive to provide equal shares to accomplished achievers that do not fit their view of their favorite teams players. We have experienced some of this with our current commander. Unless you are one of his favorites you get no monetary award regardless of an excellent performance rating.
