Under the NSPS regulations, employee representatives must be provided with the oppotunity to participate and collaborate in the process of setting up this system. Is this regulation met by meeting with just a few high level employees, or is the intent to get a broader participation with working level representatives? Loose initial regulations when this authorization was given to the Secretary of Defense has alllowed the process to progress unchecked with little to no input from the working level. This is regrettable. We've been told that the system will be implemented in July 2005 or in the fall, yet we have no knowldege of specifics, here in March 2005. It is very difficult to comment on a system we know very little specific information about. However, wouldn't it make more sense to modify the current system, keeping the checks and balances in place in order to pay those individuals better that do an admirable job and remove those who don't perform in a much quicker and less costly manner. It seems like the new system will be less objective and open to more abuses of cronyism, and more forced mobility, especially abroad into war torn regions. Should this really be expected of civilians? Let's improve the system we have instead of throwing out the baby with the bathwater.
