Ref 9901.342 Performance Payouts. It will be critical in the implementing instructions to make public, in writing, all performance payouts (pay increases and bonus's) by name within a performance pay pool. Members of a performance pay pool will benefit from knowing who received the highest pay increases and or bonuses. Members need to acknowledge those that the rating official believe's are the high performers. Presently, the DOD pay structure is transparent and everyone has public knowledge and access to pay increase's in the different system's. This openness must continue and will allow anyone to access any particular performance pay pool payout. Having access to all payouts within a performance pay pool will help to perform a vital check and balance internal control function. If the rating official has performed his or her job properly, knowing everyone's performance-based payouts will help all employees to accept and trust the NSPS.
