Deploying Civilians to War Zones: Deploying civilians to war zones with little or no training will make it harder for DOD to recruit and retain quality workforce especially in hard to fill skilled jobs. That will negatively affect nation's war winning (not just fighting) capabilities and increase American casualities because of all the untrained people in the war zone. It is against the basic safety rule to send someone to a job without proper training. Pay for performance:First of all it will lead to favouritism. Second it will create competition among employees and negatively affect the team spirit which is essential for mission success.
