Comments:
Section 9901.905 eptitomizes the lack of trustworthiness that this proposal wants everyone to trust in. Where is the trust supposed to come from when DoD disavows the very agreements it has previously agreed to? As this paragraph states, DoD is arbitrarily and capriciously revoking on it agreements that it has entered into. If the DoD cannot honor these previous agreements, there certainly is no reason to believe that DoD will keep its agreements in the future?
