Civil Service is filled with problems created by favortism and this new NSPS seems to worsen an already out of control supervisory freedom. Under the performance payout section of subpart C - Pay and Pay Administration, the supervisor has total discretion to give more shares to one employee than to another despite their equal rating during their performance evaluations. This will only further enhance the opportunity for favoritism to flourish. You are adding yet another layer of managment, the pay pool manager, who could deny the raise your direct supervisor feels you deserve and give it to someone they favor over you.
