NSPS doesn't necessarily correct best performers from getting the same pay as poor performers. If you have existing "poor" management that has the mentality they do not get recognized therefore they are not going to recognize then best performers are still going to get what poor performers obtain; unless best performers contest every performance rating given by poor existing managers. Hiring better employees and quicker. Again, if dealing with existing management which isn't necessarily your "better employee" then you haven't achieved anything. Poor performers rewarding/selecting poor performers.
