Although I am not in the least concerned about my salary action being tied to my performance (the private has always operated that way) I do have some concern pertaining to how much will be available for said supervisors to reward the “hard charger”. If the max that an individual can possible receive is set to what would be a normal cost of living increase what is the really purpose behind the new system. Until the system allows for unlimited upward mobility and growth this new system will be nothing more then an attempt to pay civil servants less.
