Comments:
2005 could go down as the last year most federal employees earn the same pay raise. The trouble with this is, our COLAs are given to us by Congress. NSPS will allow the Secretary and other managers to determine who gets COLAs, thus thwarting the intentions of Congress. I don't believe this is what our Senators and Congressmen intend.
