I am displeased with NSPS and somehow am sure that someone else non deserving, stands to gain from it. I have over 35 years with the DOD mostly in the military and now Civil Service. What does my senority, pay, promotion, veterans prefrence etc. have to do with national security? It is wrong to let a supervisor half my age decide on if I get a raise or not. I will now have to focus on and be overly concerned on please the boss and focus secondary on my primary responsibilities. I understood the concept of "boot licking" back in the military. Now it sure appears the door is wide open to allow unchecked boot licking on the civilian side of the house as well. Back to the good ole boy system I guess..
