It is interesting to note that the 8 page concept provided by DoD on 3 Sep 04 (see http://www.cpms.osd.mil/nsps/pdf/HROptions-09-03-04.pdf) is very much the same as 53 page document released in this FRN. DoD offers a little more detail in the 53 page document than they do in the 8 page document, yet the 8 page document was released six months ago. It's hard to believe that DoD spent six months on NSPS and only came up with the skeleton proposal presented in this FRN.
