In yesterday's Government Executive (March 15, 2005) in the article entitled "Congress, employees still await details of Defense personnel system", Mr. Charles Abell, principal deputy undersecretary of Defense for Personnel and Readiness was quoted as saying "details will emerge during the upcoming meet and confer period, during which union officials will share their concerns with agency negotiators." Mr. Abell continued, "many questions will be answered during that period. This is where the details that so many long for will be revealed." The meet and confer sessions are scheduled to begin very shortly after the comment period for this proposal closes today (March 16, 2005). Mr. Abell's comments are proof that DoD has already developed and written the implementing issuance, policies, regulations, and procedures that they refused to spell out in the Federal Register Notice (FRN). His comments further prove that DoD is lying in the FRN when it make statements as in section 9901.211 Career groups "DoD will document in implementing issuances the criteria and rationale for grouping occupations or positions into career groups."; and section 9901.712(a) Mandatory Removal Offenses "Such offenses will be identified in advance as part of departmental regulations." This behavior certainly violates the Key Operational Characteristic and Requirement of NSPS (section 9901.101(b), pg 7575) of Credible and Trusted - system assures openness, clarity, accountability. DoD has not been open and clear on this proposal. I look forward to seeing how accountable the Department is in admonishing Mr. Abell and other Department Officials who have been lying.
