I believe the NSPS is long over due for the Government. My hat is off to the writers of the new regulations/policies etc.... I am also fearful of Managers that could take out their frustration on employees they don't agree with, but that was happening under the old system as well. The old system was very poor with the hiring practices and cumbersome. When it takes months to hire a new young employee or middle and upper management positions take some times years to hire, it definately made one wonder if the positions were even needed. Some people are concerned about Nepotism/hiring friends etc... that was happening under the old system also and will probably continue, but if the government has good employees hopefully it will be kept to a minimum. The old system was unfair to the motivated employee as in my career I often heard-"it's only government work-good enough" "the pay is the same for all so why work harder" etc... I believe a lot of people are very afraid of change and union people are particularly afraid of being held accountable or having to do more then the minimum or forced to perform at a level they are not wanting to perform at. I say good luck with the new system, hope it works and may creditable people help others to make it work and work fairly for one and all. I always believed government service was an Honor and believed as President Kennedy stated-"Ask not what your country can do for you, but what you can do for your country". God Bless America and may God fearing people get this country back on track.
