Comments Referencing NSPS Overview dated 10 Feb 05: Operational Requirements: Key Performance Parameters --- Compensating/Retaining based on performance is very good, much like the private sector. I think the "Agile & Responsive" section could take away stabilty and roots to our community which is valuable to our employees, families and communities. The "Fiscally Sound" section in actuality will not be fiscally sound because our budget is very far from sound. ** Pay has to be more stable than our budget ** If it is not then rentention will be lost. Classification --- Our GS system is already very simple. The new pay banding system is not explained well enough for us to comment on. Flexibility in assigning new or different work is much needed and I applaude this part. Pay Band Illustration --- What does this mean? Further explanation is needed. Pay/Compensation --- Will pay increases not be restricted by low budgets? Reduction in Force --- This company needs to have a stable work force, not one that fluctuates everyday with every job. Maintain a base number of employees and contract for additional workloads.
