I think the premise on which the proposed overhaul is based is fundamentally flawed. To state that this is what DoD needs to do to attract the "best and the brightest" is an insult to the many hardworking people currently employed by the Department. If morale is poor now (and it is), imagine what it will be like once the new system is implemented. While I think that some people will deservedly benefit from the proposed system, I believe more people will undeservedly be hurt by it. Granted, although there is a very small minority of persons who should have been terminated or downgraded because of dereliction or poor performance, it is only because of the bureaucracy and patronage of those in power that these people continue to be employed. Under the proposed system, only the bureaucracy will be eliminated; the patronage influence - "the good ole' boys AND GIRLS - will become institutionalized and further esconced in power, which is the very things that the current system attempted to prevent, and still can. The mission of DoD will, I predict, come to a screaching halt upon implementation.
