I would be concerned with the Reduction in Force Rules. Working for twenty years for the Federal Government I am pretty sure that there are a large number of supersvisors (60-70)% that give all there employees -whether thay deserve it or not- the highest grade. In simpler words a "great- above average" employee gets the highest grade, an "average good- employee gets the highest grade, and the "under average-no good" employee gets the highest grade. However there are supervisors (30 - 40% that do honest grading for all their employess. Do you see the problem? There will be quite a few "no good - under average employees" that will have higher grades than average and above average employees. It is possible that those "no-good" employees will have more RIF rights than employees that are average or better. This is a frightening scenario. I hope the lawmakers kept this in mind. I never complain and I never will. I am thankful to the US Government for what they have given me thus far in my career. I do my best to give back to my government as well as my country. I recall one of our former presidents discussing this. I mean that sincerely because I am a "lifer" here and I hope that never changes. Thank You and Good Luck.
