Para 9901.101(b) - None of our employees are interested in deploying. This paragraph and others related to workforce deployment need to be reworded to include only those employees who are interested in deploying. Positions should be coded for deployment prior to the employee filling the position. Para 9901.321-322 - Seems the pay bands and accompanying rate ranges should be available for review. As presented, it is very vague. Para 9901.361 - It is unclear how employees will be compensated for management directed tours of duty that exceed 40 hours during an administrative work week. Overtime and compensatory time must be available to compensate all employees who are directed to work in excess of the 40 hour work week. In my organization, the work load consistently and greatly exceeds the authorized and assigned manning. As a result, management directs the employees to work in excess of a 40 hour week to acomplish the work load. Under the present system, the employees are compensated for the excess work with overtime pay and compensatory time. The current rules in 5 USC chap 55, subchapter V work well and do not need to be changed. Bottom line - Employees must be paid for or recieve compensatory time for work in excess of 40 hours in a work week. General comment 1 - It is unclear what affect the new personnel system will have on employees retirement with CSRS and FERS. General comment 2 - There has been little education to the rank and file employees on the new system. An extensive training program needs to be initiated to help employees understand the new system and to help get their buy-in.
