It seems from the comments I have read and from the urgency that DOD is trying to push this Proposed Rule through, that the NSPS was put together without consideration for the very people that it promotes to protect. I am a Civilian Employee because I chose to support my country with my talents and protect my freedom with those God given talents in the field that also lets me provide for my family. DOD needs to realize that some of its best most talented people come from a Civilian workforce. If that workforce is compromised by an unfair, ill-thought pay system that rewards top management and "supervisor favorites" then it will no longer have a talented capable workforce to draw from.
