Comments:
1. Why do you even say this is out for draft & comment when it's very apparent it's already been accepted & is being implemented? 2. The "Good Old Boy" network already is full force in one directorate in my command & this will only perpetuate it! If the director and division chiefs under him already clearly favor personnel & make no secret about it, who's going to watch them & ensure the rest of the employees get a fair shake under NSPS? No one! At least now they can go to the Union & get a fair shake. 3. Guess this is one way to reduce the retirement benefits and dollars that have to be paid out! Get rid of the older workforce or reduce their pay when they get within 10 yrs or so of retirement! Clever! Good job in destroying the system!
