Consultation with the people required to live under this system is woefully inadequate. The essentials of a sound civil service system have been in place since the Presidency of Rutherford B. Hayes. WWI and II, and the Depression weren't used as excuses to circumvent these policies. For this proposed system to work, you need managerial infallibility. We don't have it. Everyone is entitled to a fair hearing with objective rulings. In this system, the fox is guarding the hen house. Pull back this entire proposal and do it right.
