Subpart C - Pay and Pay Administration, Initial Conversion/Career-Ladder Positions section describes placement into an “appropriate career group, pay schedule, and entry or development band”. The Federal Register is lacking description of how pay band (Grade) promotions will be handled for career ladder postions. If at the time of NSPS implementation an employee (GS-11), hired under the accelerated advancement (Career Ladder) program, is six months away from achieving the promotion to the working level (GS-12), will the employee be evaluated 6 months later for the promotion to the working level pay band?
