This is NOT good for retention of employees, and will probably end up costing the government more in turnover and retraining. We have a system that WORKS. If you want to change and spend resources on it, you should concentrate on the HIRING process and leave the system we have alone. Good managers now are going to be good managers then. THE GS and Wage grade system is working. If you want to add more $ to "bonus budget" for yearly evaluations, do that. PLEASE LEAVE THE STEP INCREASES and ANNUAL COLA alone!!! That gives your dedicated core employees (who are working very hard each day) something to look forward to and plan in their own lives and budgets...this new system leaves it up to a boss who you may not get along with because they are a bad manager...or they give bonuses (pay band) to their "pets" in an organization. You should keep some kind of annual pay increases like STEP and ANNUAL intact.
