I am totally against this new system. Somehow, the old Civil Service system rules have managed to support all of the wars we have been exposed to since the 1900's. It appears to make the government worker a member of the military, subject to rapid mobilization, demotions, and the Uniform Code of Military Justice. Under the present system, GS14s and GS15s were considered high grades. The grouping looks like the GS15 will become the high grade with the GS14 being thrown into middle management or a regular working grade.
