NSPS ensures that individual rights are being ignored. This document is extremely difficult to understand. I believe that a skilled legal/personnel specialist would have a difficult time interpreting this document. What is this document supposed to accomplish? If it is to confuse the public, it certainly has accomplished that objective. If it is to inform, it only does this in the BROADEST sense. . .you know something is about to change. Seems to me that anything that is this confusing is hiding more than it is informing.
