The wholesale abandonment of the existing Civil Service personnel system is wrong and is a mistake. The existing regulations were developed over many years to correct personnel problems and prevent abuse by individual managers. The new system proposes to eliminate the cut-and-dried rules and put personnel decisions back in the hands of individual managers, many of whom are not truely qualified to be managers, which will again make Federal workers subject to abuse. I disagree that NSPS will make the DoD civilian workforce more responsive the the needs of the military. NSPS will just further erode the morale and capabilities of the civilian workforce, such that there will be no DoD civilian workforce in the future. Contrary to the stated objective, NSPS is not designed to make the Federal civilian workforce more responsive. NSPS is designed to reduce the Federal payroll. Bottom line, it is intended to cut costs. Unfortunately, this is analagous to saving highway money by deferring maintenance on bridges. In time, you no longer have a viable highway system. In time, you will no longer have a viable Civil Service.
