Sec 9901.405 - Although a great deal of management flexibility is proposed by NSPS, exactly how will supervisors and managers be held accountable, fair, and objective? What processes are in place to protect employees if certain supervisors have little or no professional integrity? How does the NSPS program discourage cronyism, nepotism, and favoritism (such as gender or personal preference) - or the appearance of such - by supervisors? How does NSPS minimize careerism by employees toward supervisors? Sec 9901.406b - Although applicable and desirable, the term "standards of appropriate conduct and behavior" is pretty subjective if it will have a direct bearing in performance assessments. Needs to be better defined and more objective.
