SUBPART C PAY AND PAY ADMINISTRATION How are these rat range adjustments determined, will they be disclosed annually to employees like the GS cost of living pay schedule? Managers are given to must freedm in setting pay rates which could lead to the buddy system. Also, who sets the rate for managers? SUBPART D PERFORMANCE MANAGEMENT "Challenging a rating" If I get this right Supervisors does not have to justify their decisions in rating an employee. This will creste a hostile environment.
