Federal Register/Vol. 70, No 29, subpart F states that the Department may establish competitive areas on the basis of geographical locations, line(s) of business, product lines(s), organization unit(s), and funding line(s). If competitive areas are determined by organization unit or funding lines this will seriously limit any bumping rights of an employee and would enable management to target a group of employees. This has a potential to unfairly target a group of employees in a RIF; no mater if they are a veteran, have good performance ratings, or years of service. In the office I currently work in, if a competitive area is determined by funding lines, that could result in a competitive area of a few employees.
