Is the government trying to become a world class organization by mirroring outside industries? What is our gov't trying to accomplish by doing so? Certainly we want to be competitive with outside industry with regards to salary but it's always been the security of having a gov't position and the benefits that most opt for. After reading the Federal Register, my opinion is that it will make no difference whether a young college grad works for the gov't or for private industry. NSPS has nothing more to offer a new hire than a private employer. In fact, an established private employer would be a more stable environment to go to. NSPS Fed Reg promotes/encourages a deeper mistrust of management by withholding the critical details the workforce should be reviewing and commenting on. Why is only management involved in developing the implementing issuances? These documents should be open to the public for review and comment. If you want this new system to be accepted, you have to inform the workforce! Why a separate issuance to define the broadbands? Why will certain positions receive a one-time pay increase (other than a buy-in) prior to going into NSPS? Paras 9901.356(d)(e) will really benefit certain people if approved. My opinion is the pay increases will not be equitable or fair. This type of system will promote top heavy management, create hiearchy's, and we'll have more supervisory layering than imaginable. Yes, I agree that change can be good. I'm still trying to find good in NSPS. Perhaps in the implementing issuances?????
