Contractors for the federal governement should be able to compete and be hired for all GS positions that they qualify for regardless of their non-GS status. Contractors work alongside GS employees, sometimes with greater expertise, knowledge, and education, and cannot get into the system because civilian personnel eliminates their candidacy due to their contractor status and focuses on those already in the system, i.e. stoppers, promotables, veterans. Civilian personnel is doing a disservice to the military families by not hiring contractors who can provide better services than those GS employees being placed wherever they can to have a job. The government does not owe anyone a job. Jobs should be earned and competed for through knowledge, skills, abilities, and education regardless of GS status, veterans preference, or disabilities.
