Please do not enact the proposed National Security Personnel System. I think the proposed System is a bad policy and a mistake. - This policy poses management against the workers with no protection for employees against abuse by poor supervisors; - This policy allows management to reduce an employees salary up to a ten percent without verifyable grounds, strictly on the word of the immediate supervisor; - The policy would even deny long term employees of an established cost of living increase without cause; and, - This policy destroys employee's opportunity to question leadership. Overall enacting the NSPS will: - Stiffle new ideas; - Discriminate against age; - Encourage racial bias and prejudice; - Discourage hiring competent employees; - Reduce productivity and employee morale; and, - Decrease professional employee retention and dedication. I am proud to have worked for the federal government for almost 34 years and know that the existing personnel system, although sometimes criticized, is the better program and should be maintained without changes. My overall impression of this measure is that NAPS is grossly flawed, mean-spirited, negative and spiteful that will only cause damage to government service. Sincerely, W.S.
