I've read numerous comments from fellow DoD employees. Some commenters have been logical and articulate--even eloquent, while others have been very simplistic and/or heart wrenching in their opposition to NSPS. I initially considered not commenting since so many have shared positions which I echo, such as: 1) the current system works if managers have the courage and honesty to use it as intended; 2) it's insulting to be asked to bless, or even offer rational comments about, a system when so much is yet to be fleshed out; and 3) the very structure of NSPS is a breeding ground for real or perceived inequitable treatment by supervisors, and suspicion among coworkers as they compete for their "piece of the pie." With so many employees expressing opposition to this system (and I'm one of them), I believe it is incumbent on the decision makers to stop this fast-moving train. At the very least, I hope you will carefully review and consider employees' comments about the content of the new system, and make appropriate adjustments before proceeding with implementation, if that's the ultimate decision.
