I only read pages 7553 through 7593. A primary concern is the potential for supervisors to wield a very heavy hand over the pay and bonus opportunities for an employee. Even with the procedures described to prevent a negative impact on pay or bonus opportunities, there is no way to prevent those actions based on favortism. And in an environment where favortism exists at this time, NSPS would be more supportive of such actions. It would also be more difficualt for any employee to respond to a highly subjective, negative appraisal. I would like to see the system stay as it is, but would do my best to work within any system change.
