5CFR Chapter XCIX Part 9901.342 Pay and Pay Administration-Subpart C on page 7560 Annual Performance - Based Payouts: Regarding the performance-based payouts, I would like to see you add a section to the appraisal form where the supervisor describes why no performance increase or local market supplement is awarded to the employee. I have 15 years of exceptional performance appraisals and I have gone 3 years at a time without a performance award, but I have at least had my cost of living/locality and WGIs. This would immediately address this type of situation and associates would at least know that they didn't get it because of budgetary constraints when they are performing exceptionally. Having been a supervisor myself, I believe this will provide answers before the questions are asked, even for those associates that are not exceeding or meeting their performance levels. Page 7562 Performance Management - Subpart D: Performance and Behavior Accountability: Although we have some exceptional supervisors at DFAS, there are many unqualified supervisors in these positions who will receive this extraordinary leverage over their employees. I believe there should be a reciprocal rating by the employees of the supervisor which is reviewed by that supervisor's boss to provide input as to how they are achieving the goals of the new NSPS system. Page 7564 - 9901.605 Workforace Shaping - Subpart F: By restricting the RIF competitive areas down to the organization unit/funding line, this eliminates proper placement of associates who may be impacted. I believe we should not restrict the competitive area to less than site or center location for the benefit of the employees. While retaining the performance based criteria for RIF, you are still insuring very little impact to management and making sure that associates are placed at their location when possible.
