General Comments: 1. The NSPS system will not eliminate managers, supervisors, or others for making false allegations and falsifying documentation, lie, and present varies false data to circumvent the system. I have watched and experience such notorious falisification and blantant discrimination acts. How will this new system weed out those managers, superivsors, and others who participate in these acts under the NSPS? 2. I also watched how managers who plan on retiring or not retiring also participate in false documentation, lying, and other discriminatory actions to further their cause or to do varies actions because they were managers. How will this system eliminate these actions? 3. How will the system evaluate those innovators who have their ideas implemented and never compensated and others take credit for their work? 4. The SES are not under this system. The SES's can chose to participate in the NSPS or not, so everyone is not apart of the NSPS. 5. How will those protected under the Whistle Blowers Act under the NSPS?
