General: As a federal employee for over 30 years I have seen a number of different performance systems adopted. Each new system had promised a better more equitable outcome. In actuality what I've witnessed is the same managers who abused the old system continue to abuse the new ones. Politics not performance is what's important. This new system just gives these same managers more power to abuse the system. Even the current pay banding system has some managers more concerned about the organizations bell curve than about the high performance of the individuals in the pool Subpart D Performance Management - 9901.401 to 409: DoD employees should have the right to appeal any performance rating to a fair and independent grievance board. Subpart I Labor-Management Relations - 9901.901 to 929: the law allows for employees to organize and engage in collective bargaining since 1978, this should not be changed Subpart C Pay, Sections 9901.301-373: DoD employees should continue to have structured across the board pay scales, with guaranteed increases depending on performance.
