I have been working with my current supervisor ( a GS-13) now for the past ten years. We got along well until I got my last promotion to GS-12(I competed for it). Now he has been trying to do his best to derail or at least hinder my career progression. He gave me a temporary assignment to a GS-11 position when we lost the tech to RIFeven when I was officially moved to a different PD but still under him. I was assigned there for almost 18 months preventing me from learning my new job (data networking). Another RIF came about and I was again officially moved to a completely different postion, working for a different division, this supervisor still managed to borrow me away from my new job. I completely missed almost two years worth of training and experience in one job and so far six months on the one I'm officially assigned to now. I wont even be competitive in both jobs I missed if there's another RIF. The job he assigned me to is a dead end career (telecom) even on the private sector. Under NSPS, what he did and is doing would be legal and even opens me to more drastic actions like assignment to even lower positionpay reduction. Oh yeah, I'm a minority.
